Is it possible to have a customer toolbar through the Start11 taskbar feature?

Yes, if you on Windows 10 but, No if you on Windows 11.

Wishful thinking...will we ever get to use the small taskbar in Start 11 on Windows 11?

Small taskbar is available on Win11 with the enhanced taskbar turned on and autohide turned off
