Hello,
From what I know, Windowblinds 11 only work on Win 10 and Win 11. Not Win 7. Officially WB10 still work with Win 7.

Will a WB11 key activate WB10? If not I'll try WB11 and see if it works, but I'm expecting like half the UI to not work right. Skinning SHOULD work on 7, but I'm not really sure.

No it shouldn't. W11 and W7 are completely different and require different apps to skin them...major version differences require new licensing.
