Request: Add option to prevent fences from automatically rolling up/down

from Stardock Forums

Right now I have my fences aligned at the top edge of the screen and rolled up. Any time I hover over them, they roll down. I would like the option of having the fences roll down ONLY when I click/double-click on them. Then once I hover the cursor away from the fence, they automatically roll back up.
