Hello,

Unless I miss understand you. I believe, there are lots of Windowblinds theme that come with rounded corner taskbar. Xiandi's Organic is one of the great example of it.

I'm afraid that would ruin the design of many skins, and a nearly impossible feature to add to Windowblinds. It's up to the creator of the skins to decide the design of the taskbar.
