Multiple devices was included in 2 and 3, now have to buy additional licenses?

I bought fences 2.0 in time, upgraded to 3 and latest to 4 (without possibility for multiple devices). Now I can only use one machine and would like to use it on 3 (as I used to). Haven't I paid enough over the years or is there another solution.
