Multi-device upgrade on Steam

Does the 4 device upgrade now on Steam work if my original purchase of Start11 was made on the Stardock site rather than on Steam?

It will not.  You need to purchase from the platform you made the original on.

That would be here on the Stardock site.  I see the single license option and the 5 license option but I don't see an option to upgrade an existing single license to a 5 license like what is shown on Steam.

At this time, Steam is the only platform where one can upgrade a single activation license to a multi one.  That may change in the future.
