Create Fence and Create Folder Portal Always On Monitor

On mousing over the bottom middle section of my monitor, the option fades in to create fence here or create folder portal here regardless of whether I click or not. It shows up when I'm in any application or browser. I have checked all the setting and I can't seem to find out how to turn it off. It is extremely annoying to the point of removing fences, hoping there is a way to disable it.
