Start11 opening on wrong monitor

When I press the Windows key, the Start11 menu opens on the monitor that the mouse cursor is currently on. I would prefer it act like the original Windows start menu, where the Windows key always opens the start menu on the primary monitor.

Is there an option for this that I'm missing?
