Asks to Reboot on Install but does nothing

I open the program to install, it asks to reboot, and when I hit ok it does nothing. Nothing in task manager, does nothing when I manually reboot, doesn't work if I run it as admin either.

Make sure in the Fences app and task manager ( both )

that Fences is enabled - see below
