Icons Ordering

I've created several fences with icons that I need in a specific order.  Since Fences won't allow you to place the icons where ever you want within a fence - I've painstaking arrange them dealing with the auto-arrange snap-to business.  But when I unplug my laptop from the dock and use it elsewhere or without a monitor - all the icons just randomly re-arrange themselves within each fence.  So I have to spend forever realigning them.  Also the size of the icons change and I can't find what I need anymore.  Fences was supposed to be a stable layout that would keep things arranged how I need them no matter what my set up is.  But it's actually now MORE work for me than if I'd just aligned the icons manually in windows.  It certainly does not work as advertised.  Please help if anyone knows how to fix this issue.
