Do you have a savefile of this game? - hard to do something with this bug report without one.

Dropbox, Google Drive or Discord (if you have nitro) are convenient ways to get your file to the devs.

As tid242 said, a savefile where this is reproducible it would help would help to locate the problem. Savegames are located in \Documents\My Games\GalCiv4\Saves
