Start menu pops up when I switch users

I have Start11 installed on a Windows 10 laptop.  There's two user accounts.  When I switch from one user to another, the start menu is always popped once I'm logged back in.  I can't find a setting that would disable this.  I want to switch to the other account and not have the start menu opened when I reconnect to that running session..  Is there any way to control this in the settings?  Thanks.

How are you switching users and do you mean you switch from user A to B and the start menu is open for user B, or that when you go back to A it is open?

I login to user A.  I go to start menu and switch user.  I then login to user B.  After logging in to user B, I then switch back to user A.  The start menu is open for user A.  Then if I switch to user B, the start menu is open for user B.  Every time I switch to another user account, the start menu is open for that account.  The first time I login, it's fine.  but if I've already logged into an account and switch back to it from another account, the start menu is open.

Looks like this is working as it should.  I open the start menu to switch users, and Windows remembers I had the start menu open when it initiated the lock screen.  So when I come back, the lock screen is still open from before I switched.  It's not that it pops up when logging back it, it's still open from when I switched.  Simplest workaround was to create a short to lock the account.  Then the start menu isn't opened, so it's still closed when I log back in.  Shortcut is RUNDLL32.exe USER32.DLL,LockWorkStation.
