What Is This Screen?

I am on turn 263 and have eliminated all but 2 AI factions.  At the beginning of a turn, after seeing the usual message about saving, I got the following screen.  After about 5 minutes, I hit the ESC key with no effect.  I then hit the ESC key repeatedly and suddenly this screen disappeared, and I was back able to play the game.  Does anybody know what this screen is supposed to be?

I think the only hope is going back to an autosave and seeing if the behavior recurs reliably.

Blank screen weridness. Can you upload the save game for where this occured? Assuming it can be repro'd.
