How to set default function of power button in start menu in Start 11?

OK, I am probably missing something trivial here, but at the bottom of the Start 11 menu, is the power control button, which is set to "Shut Down". If I click on the ">" next to it, I get the options to restart, sleep, etc. My question is, how the heck do I change the default from Shut Down to something else like sleep? I used to be able to do that, but I can't find a setting for it in Windows 11.

Also note that if you using, Windows 7 or Modern Style you have this option to choose
