How Do You Get Lab Equipment?

I am at a point in the game where I should be able to train a citizen as a Quantum Physicist, but it appears that I need Lab Equipment in order to do that (see screen snapshot below).  Does anyone know how to get Lab Equipment?  Is this a part of the game that is not finished yet?

BTW - That first symbol (100) is "Antimatter", but when you mouse over it, the description is "Treasury".

You are right, there shouldnt be a lab equipment cost there since we removed the ability to build them. I'll fix it.
