Windows 10 won't allow me to install Object Desktop Plus or Icon Packager

I'm the only user, hence the only Administrator, so when I try to install these programs I get a big red box that says an administrator has blocked me from installing them, but I didn't block myself, honest. I tried "Run as administrator", no joy. I checked my User Account Control, it's set to allow me to do anything without even notifying me. I'm stuck on this one.

Thank you, that fixed it, well, except Win11 didn't like my ancient purchase of Icon Packager, so it didn't finish installing, but I'm OK with that.

I have Icon Packager 5.10 that was bought as a gift for me , and i have used it for years including on Win11 machine, did not know it was not supposed to work or was not supported. Recently when i set up my 4 SSD Multi Booting System i did try a trial of Icon Packager 10.3, which did not work well at all so went back to Edition 5 and have no problem, peeps setups are so different with some stuff working that should not and vice a versa.
