Start11 Taskbar size is inconsistent across monitors

In the Window 10 style menu, there is an issue with taskbar size on a third display. 

I have a laptop with a 3840 x 2160 pixel built-in display and two external 2560 x 1440 pixel monitors,   One external monitor is connected to a laptop Thunderbolt port, and the second is daisy-chained to the first with a DPI cable. On the second external monitor, I noticed that the taskbar is significantly thicker (~1.5 x the height of the icons) compared  on the first external monitor or the built-in display.  It's almost as if the third display somehow did not get the word (after restarting explorer) that the taskbar is supposed to be medium sized.

To elaborate further, the only Taskbar Size setting that looks the same on all three displays is Large. 

When the Taskbar Size is set to Medium, the third display taskbar is still Large. 

When the the Taskbar Size is set to Small, the second display taskbar is Medium, and the third display taskbar is Large.

Restarting the computer has no effect.  The size changes are reversible; each time I change Taskbar Size and Restart Explorer, the Taskbar size of the first (built-in) display changes, and the sizes of the icons on all displays change.

When I change the main display (in Windows 11 Settings > System>Display) to the second or third display (external monitors), the Taskbar size becomes correct on the new main display.  When I change the main display back to the first (built-in) display, the incorrect taskbar heights reappear on the external monitors.
