Fences behind windows

I have windows 11 installed. I have several Fence bars rolled up on the desktop. When I have a window open such as outlook 365 or Edge, I minimize them just enough so that I can just see the Fence bars. However when I click on one of the rolled up bars, it opens, but stays behind the open windows which makes me have to close all the open windows to see what is in the Fence. In other words is there a way to make the Fence (on top) of any existing windows. Otherwise, they are pretty useless.
