Primary Monitor Taskbar at top not working

I cannot get the taskbar to show at the top. Setting is never kept, doesn't matter if I hit the Restart Explorer inside Start11 or set it and manually restart. Never changes. Go back in and setting is reverted to on bottom.

After changing both location and size for taskbar the Restart Explorer button seems to have done it. Then leaving Align top and setting size back to medium seems to have kept both settings.
