What is the proper setting to keep recently added files to the desktop from hiding behind my locked fence panels? Is it possible that the problem is caused by a fence boundary overlapping a "snap to grid" position?

Hello,
Sorry to hear you are having issues. But, you can setup a new Fence and set a Fences rule so that all new icon/software that come into your desktop area be send into that new Fence automatically. Something like the screenshot below.
