Click does not work if on upper part of icon

Show Labels - mark Never
If the upper part of an icon in a fence is clicked there is no response after it shows it has received focus.
I have single-click enabled in Windows 10 (32-bit.)
I have reduced vertical and horizontal icon spacing from defaults in the registry (if that has anything to do with it.)

Windows 10 32-bit Version 21H1 (OS Build 19043.1023)
Resolution 1920 x 1080. Weird, it changed and I didn't do it while testing this.
Tnis is not a laptop, 43 inch monitor.
This is very minor so just changed to (Show Labels - Always) so a click always works.
