Can we expand rolled fences on top

Simply. I have rolled-up fences. Is there any way I can get them to unroll over everything else on the desktop, as if they were windows?

The desktop icons are at the level underneath any and all windows. They can never be above them. It is how Microsoft placed their order...;)
