Some old themes active Always on top. example: Neo Classic.
I tried Neo Classic, I don't see where you can set to be always on top. How did you manage to do it on your system?

Than, I think its best for you check with the Skin author to answer your question. The one on Wincustomize.com do not have any always on top function.

Just as a tips on Perpixel frame you can add or remove from the Style "always on top" button by looking here in skinstudio.

And since Neo Classic do not have perpixel frame in it and its only have UIS2 frame, you should look here instead.

This skin somehow active Alway on top on some programs, exsample: Edge Chromium.
I don't see it on my system.

Apply this theme on WB and run Edge then Always on top is enabled.
When you apply theme when Edge is runing then always on top is disable.
No, for that screenshot, I did applied Neo Classic first before I start Edge.

For what I see, Neo Classic does need major update to work properly for Windows 10. I am not surprise if it make something else behave strangely.

Edge works now but i must press F11 sometimes to disable Always on top. And some old skins require disable ribbon.
