Windows Not Grouping

I cant get Windows Explorer windows to group only by clicking the three dots and telling Explorer Windows to group, When I try to drag them to group, nothing happens. This is the same when dragging other windows to try and group them. What am I missing?

I checked that control and now using Shift and left mouse button works. but using the right mouse button does not work.
