How do I bring up the bottom of a fence that is off the screen?

Hello,

Sorry to hear you are having issues.

Right Click on your desktop to view and 

look down to Lock Fences if it is checked

un check it then you will be able to move 

Fences around .

Thank you.  Moving the fence around is not the problem.  Resizing from the bottom up is my problem. I can make it wider and narrow it, but can't bring the botom up.

If the Fence is unlocked...and can be resized and the top is at top of screen but bottom is below the screen, you should be able to pull the fence down lower via the top title bar, then at the top edge change to resize cursor and make the fence shorter by pulling down...then drag the fence via the title bar back up to the top of the screen and the bottom will come with it as it is now a shorter fence.
