Being asked to purchase a key when I've used it on same PC for ~ 2 years. Is there now a yearly Subscription fee?
Hello,Sorry to hear you are having issues. Need to know more on your system. What Fences version you have installed and what version did you purchase 2 years ago? If it was version 3 all along than most probably your have reach maximum activation. Please deactivate old version and reactivate again using this guide : https://forums.stardock.com/486311/accounts-and-activation-support-faq#deactivateproduct

No. There is an activation limit which you may have exceeded over that time if you frequently reinstall your OS, etc. But that can be reset via request...
