Tile Feature Suggestion: Pin Apps

It would be great to have a section of pinned apps at the top of a page. The order of the pinned apps could be changed by dragging.

I've discovered that if I pin a shortcut to a page, I get that functionality. However, the shortcuts don't work on all of the applications...
