Issues with shortcuts which are created/updated by group policies

I'm using Fences 3.0.9.11 on Windows 10 Enterprise 1809 x64.

We have group policies which create folder shortcuts to notwork location on the desktop. Due to the way GPOs refresh, these icons are deleted and recreated every few hours. Because of this, shortcuts I move into a Fence get deleted and moved back to the default Fence when group policy refreshes. Is there a way to prevent this from happening? Thanks!
