Cannot arrange icons outside of fences on desktop

I'm really annoyed that whenever I place an icon outside of the fence it auto arranges it in the top left corner of desktop. How can I disable this to move icons freely outside of the fences? Tried searching all over google and could only find issues pertaining to the inside of fences.

Hello,

Sorry to hear you are having issues.

Just right click on your desktop and un check ( see image )

and you can move your icons anywhere outside a fence on

your desktop .
