purchase WB only or purchase all in one both for win10 and win7

You will need two licenses, one for each.

And I don't recall, I need to turn Aero mode off in Windows 7 for Windowblinds 10.

i wanted to make clear i wanted to purchase the $19 package to use on windows 10 but also use the windowblinds on windows 7

As I said, I don't think you can activate one license on two different system. I am referring to this : https://forums.stardock.com/486311/accounts-and-activation-support-faq#pcinstalls
