I see the skin names you mentioned are all by Neone6, have you tried PM'ing him to ask about the issue? Can you do me a favor, download and install my free skin named Circles and let me know if it has the same issue. It does not have any issues here, so I was just curious. You can get it here:

If by not skinning, you mean colored, but not skinned, this is normal for Windows 10. You can use a Context Menu Tweaker to get some skinning on the taskbar context menu.

I'll see if I can find a link.

No. I mean the Right click menu, not the taskbar menu. And if you think that Windows 10 is not skinning the right click menu, and it is normal so try to do what i did because i gonna crazy from this extremely weird problem.Download program called "ZoomText 2020" i am using it because i am visually impaired after installing this program you'll surprise to find that the right click menu is skinned if you try to launch any program on your desktop as admin and you can click no just make the UAC warn pop up.

Try if want and tell me if you can what is that?

it is the only way that makes the right click menu skinned on Windows 10 (ZoomText 2020)

so install it if you want and try to discover what is happening here

I tried it out, it totally screwed up my system. To anyone else, DO NOT INSTALL THAT SOFTWARE. it took me 30 minutes to get it uninstalled finally! It must not like other Stardock software. :-(

UAC is always turned off on my machine, so I would not see it.

Sorry. But honestly it is like any other software i am using it every day and have zero problems with it. All i needed to know why i should using it to have the right click menu skinned properly.I'll record a video showing what i say,Because my English is enough bad to give exact explain of what i mean.again so sorry for what you experienced.

Well, just so you know, the right click menus, like on the desktop that Windows 10 uses, cannot even be skinned, they are mainly just color settings done within SkinStudio when designing the skin.

I uploaded a video showing you that the right click menu on Windows 10 is skinned, but i get that after installed ZoomText!!! not using it just installed it on my computer and something else if windows 10 not allowing skining of right click menu so why neone6 created them skinned. Watch the video to see what i am talking about

It needs someone that have some experience to discover what ZoomText enabling in Windows 10 so right click menus are working properly. That is it.

Ok, let's put it this way. Without ZoomText or Context tweaker,  the right click menu is not skinnable.  I have some of Neone's skins and the RC menu isn't skinned.

Ok. I just thought that Rc not skinned without Zomtext because of an issue with my system.Have no idea that it is a general issue, but the question which no one is answering! Why neone6 skinned these RC menus of all his Skin,If it is not allowed on windows? All these skins are created on Windows 10 like his descriptions. He is the only one that can answer this question i wanted to PM him but no luck.

I still skin the menu section because some apps still use skin-able right click menu. Such as, if you right click on Notepad or MPC (media player classics), you will still get the skin version of Right click menu.

Not my experience. I get a colored menu, not a skinned one.

I sit corrected. I just loaded DLorek and lo and behold, it does skin the notepad menu.

Well, butter my butt and call it a biscuit!
