Fences taking over all free CPU cycle in Win 10

Too many cycles

My computer has been slow lately

 

Opened task manager -

Top CPU consumer is indicated as Fences Settings at up to 80% of cPU cycles

 

Is this a bug?

Is there a way to control this?

 

I don't reboot often and I don't have many fences.

 

Help

I'm having the same issues with Fences Settings tying up resources (as seen in the Task Manager). Many times, there are two instances of 'Fences Settings'. I can End the Task... But Is this behavior by design? Is this an indication of a failure to close the resource when it's completed it work? And can it be resolved in ways other than a Reboot?
