Who do I have to contact at Stardock to process my refunds faster?

I sent a email to sales@stardock.com on 10/26/2019 to see if I can get refunds for Object Desktop Manager, icon packager, and WindowBlinds 10 but I have not received a response from anyone at the company. What kind of show are you people running?

The link you're posting does not explain how to submit a support ticket and also you might want to update the policy that explains nothing about support tickets.
