KVM secondary blank w/o monitor connection

When connecting to secondary PC in KVM mode, I get a blank screen in the KVM window for the secondary PC when I do not have have the secondary PC connected to one of the primary PC monitors.  A few soeconds after I plug the secondary PC into one of the primary PC monitors via HDMI, the KVM window shows the secondary PC.

The secondary PC has two graphics chips, an AMD RX 480 and the built-in i7 4790k Intel graphics.  I disabled the built-in Intel graphics through the device manager and used just the AMD RX 480 on the secondary, and it still does not work.  The secondary PC has only one monitor showing in its device manager.

One the secondary PC, I have the following settings in Multiplicity:

KVM Mode: Allow this computer to send the screen contents to another computer (KVM mode) checked

Resolution when no monitor plugged in: 1280x720.

I have tried setting the graphics resolution on the secondary PC from its original resolution of 1920x1080 (which was the resolution of that computers monitors prior) and to the 1280x720 for the KVM.  Neither resolution fixes the blank screen at KVM connect.

I am sort of lost on what the problem is.  I don't want to have to keep the secondary PC's video cable connected to my primary PC monitor.

Sorry to hear you are having trouble.

These might be something you should consider:

They are super cheap and known to solve the issue.

I will look at getting one, but I am unsure why a HDMI terminator would solve an issue that appears to occur over the network.  Could someone explain it?

This is why:

when I do not have have the secondary PC connected to one of the primary PC monitors. 

If Windows does not see monitors attached, it often won't render at all.
