Finally found a fix for chrome skinning!

First you need to set --disable-features=Windows10CustomTitlebar in the chrome shortcuts

then run chrome.exe in compatibility for windows 8

Finally set chrome://flags/#ui-disable-partial-swap and now the window blinds skin works and doesn't flicker on the title bar.

Note hardware acceleration should be enabled I don't think it works without it.

Kind of not really should be scriptable so it's a set and forget kind of thing half is registry entries and hardware acceleration is on by default so only the one flag in chrome which probably also is controllable. Maybe I'll write a script.

Chrome now requires -disable-windows10-custom-titlebar added to the command line.

Why they keep on changing things I don't know.  I also really wish they would just let the OS handle it instead of implementing not quite right clones of the OS titlebar.
