How do you skin everything else but the taskbar and start menu?

How can I skin everything else but the taskbar and the start menu, as I already have programs to appropriately skin them like I've wanted to do.

Well, if you're using Windows 10, just don't use Start 10.  As for the taskbar, if you're using WindowBlinds then you pretty much have a skinned taskbar.

The other alternative is to make your own skin in SkinStudio.
