Microsoft April 2019 patches appears to be incompatible with Fences (on my machine at least)

Part of the Microsoft April 2019 patch update appears to perform a "Desktop Update".  The process never completes and the desktop is never accessible again until Fences is uninstalled (within another administrator account).  I've seen some other weirdness in the past few months where icons and fence titles get highlighted when a window passes over them.  I suspect that MS really isn't paying enough attention to update quality on W7, but this has never been their strong point with any product.

Windows 7 64 bit

NVidea Quadro 600 using 21.21.13.7783 (GeForce 377.83) driver

It seems that the installer is incompatible with Windows 10 v.1903, it tries to install .Net and fails saying it cannot be installed (although Win10 1903 already contains .Net 4.8). If I try to ignore this error and run Fences anyway, it crashes with error 0xc00000135 several times. However, if I try and run it as admin, it doesn't display this crash window, just nothing happens.

I have tested on a 1903 box, uninstall / installing, and it went fine. Not sure why anything would be prompting for .Net installs.

I think 1903 broke something in my user accounts so several programs depending on .NET could not run. I reverted the update and went back to the previous version (1809), but the error remained. I had to reinstall Windows (1809) from scratch, Fences works fine as before, will try to post more when I update to 1903 via Windows Update. Thank you!
