Consulate bug, Intrigue

I found what seems to be a bug on Galactic Civilizations 3 (look in attachment). If you take a look at the screenshots, you can see that the consulate grants a bonus of 200 % on tourism per contiguity bonus, which is insane.

The first two planets, which have consulates in each, have an income of several thousands credits, while the others have, at best, around 60 income, with a taxation level of only 50 %.
This is due to a tourism of 400 and 200 % on each planet respectively.

What do you mean this was fixed in the hotpatch? The 3.5 hotpatch states that it changed the tourism to 200 percent from 2 percent on the consulate. This ruins the game. I had a level 5 consulate And it was giving me 1000 percent tourism. That amounted 20k income in that colony alone. On a different playthrough I ignored the consulate until the altarian's faction power shot through the roof in one turn. Please help me understand what I'm missing as this is a fantastic game, i am loving it otherwise. In it's current state... Unplayable.

Also, I don't know how to tell what version I actually have. Can't find a 3.2 or a 3.5 anywhere.

That was a typo in the changelog. It should have been in reverse from 200 to 2.

Right click - properties- beta tab - the pull down menu lets you chose a build
