Can Fences do better virtual workspaces than Windows Desktops?

I'd like to know if FENCES can do something like this, in a Windows 10 environment...

1.  Define several "workspaces," my name for them. Each workspace has full access to all installed software and apps, sees all of the network connected devices, storage, etc.

2. In one workspace, I might run Outlook, Office, browsers, all to get "work" related tasks done. This workspace (a) pays the bills, and (b.) has the urgent Skype calls and such.  Double-clicking a file in this workspace opens an app window for that file IN THIS WORKSPACE and noplace else.

3. In another workspace, I might have the same apps open but working with different files and folders, perhaps on a major writing or research project. Clicking a URL in a browser window in this workspace brings up a new tab in this workspace, not in the other ones

4.  Three, four, five workspaces could be in use on any given day.

5.  Different wallpapers, visual orientation, etc., to help me know which workspace I am focused on (and which ones Windows is focused on) would be helpful.  NAMING these workspaces would be helpful too.

WINDOWS doesn't help me here. Its "virtual desktops" are actually APP-focused, and so I either have a double-click on a file in Desktop1 hop me to Desktop 2 where the app is already open on a different file, or it opens the same window on all desktops.

Any ideas welcome!
