Windowblinds not applying skins

I think the problem may be the Win 10 build I'm using. WB worked fine with version 1803 but stopped skinning when I started using the pre-release builds for the upcoming October release of Windows 10 update, 1809 also known as "redstone". I have installed three of these pre-release builds and WB hasn't worked on any of them. 

Windows 10 Home (17763.rs5_release.180914-1434)

WindowBlinds 10.65 (048 - Windows 10 Edition) - 64 bit OS

 

Window titlebar blur features are enabled on this operating system

"clean boot" was performed correctly. Intel graphics drivers were up to date. NVIDIA drivers were updated. WB still won't apply skins and isn't showing in the systray.

While we can't support pre-release software (but thank you for the report), we are not seeing any issues with that version (fast ring):
