Steam version, secondary laptop won't activate

I was able to successfully install the steam version on my desktop pc but my laptop won't activate.  I have tried the solutions in the FAQ and I have completely uninstalled and reinstallled the application twice with the same result.  It says I have to deactivate the other pc to activate this one.  The steam store says it is usable on 5 concurrent machines.

It has been a week since I have began the process of reporting this issue.  Can I ever expect a response or should I simply request a refund from Steam?

There is no error code.  Simply a window that says that I have already activated the software on another machine and I can't activate a second.  This, however, clearly contradicts what it says on steam that five concurrent machines can be activated.  Please see the attached screenshot.
