Task bar unresponsive for long time after waking up with displays

Sometimes the system is sluggish after resuming from sleep.  I suspect it has something to do when I put my laptop to sleep with no monitors attached, and then waking it up after connecting the USB C docking station which has 2 additional displays attached.  The task bar is unresponsive and Windows Explorer is consuming all of the CPU available.  Typically responsiveness comes back after 15-30 seconds.  I am not positive that it is related to Fences, but it may have something to do with moving the icons from my laptop screen to the primary display of my docking station.  Could it be because I have it set to preserve desktop by scaling Fences?  I will try some different settings to see if there is any pattern, but I don't have allot of time for experimentation like this so I thought I would throw this out for suggestions.

 

I am not sure what other information is relevant, but I could send an dump from the System Information utility or DXDiag if it will help.  (I didn't see an option to attach a file.)  Here is some of the info:

Fences 2 is an older version. The current version Fences 3 is supported on Windows 10.
