Another 'Not Grouping'

I have a .groupy set up that -sometimes- works.  It is supposed to start Thunderbird, then Firefox, then Chrome.  Sometimes ... it works perfectly.  More often than not, however, although it starts all 3 programs, Thunderbird is not part of the Group.  Firefox and Chrome are there.  Thunderbird is opened but it is behind the Group.  I can drag Thunderbird around and down and it will join the group.

My .groupy file is:

[GroupyEntry1]
