Is there an option to have rolled up fences appear Over the current active window ?

I have my browser window just in front of my rolled up Fences, ... so my browser window is active when I mouse-over the Fence title.
The Fence unrolls but its behind the active window ... so I can't see it.
Is there an option , "Bring Fence to Front when rolled over" ? If not, I think there should be.
