That link did not offer a way to pay upgrade pricing, but I found a link that does have a purchase upgrade link at the bottom of the page:

I am trying that same link, it says I am entitled to an upgrade, I click on the get it now and the upgrade price is the same as the new price.  $6.99?  How is an upgrade for a previous owner the same as buying it new?

Is it possible to upgrade or a new license is required?

I believe license upgrade is no longer offered. Need to get new license key for Fences V3.
