Feature Improvement [Keep fence rolled up]

Idea: Keep a fence permanently rolled up until it is double clicked.

Justification: Currently, when rolled up, the fence automatically unrolls when your mouse goes over it. This is kind distracting when I'm moving my mouse around the desktop. Sometimes, you want to roll up a fence, move the mother somewhere and leave it there where it doesn't do anything until I'm ready to double click it to unroll and do what I want with it!

Other: This could be on a per fence basis or for all fences, and if enabled at all could just be an option.
