Hi after I update to 3.0.8.1 when i empty my recycle bin, the icon still seems full but when i press right click on desktop and refresh the icon is empty. I did reinstall but the problem still exists.

I do not think its Fences issue. Just to make sure, try disable fences and see if the problem vanished.
