Fences bought from Steam stuck in installing loop

Hi.. I have Fences acquired through Steam platform, but when I run it, it will always ask to install, and still keeps asking me a key I've never received. I have the receipt, Steam user name etc if a check is needed. The support ticket just pointed me to FAQ and Steam support directs me to that support email.

What should I do?
