Post Windows Update, Fences crashes Explorer

Windows updated and immediately after fences started crashing explorer at random intervals. It almost always does it if you attempt to open the start menu (I use Start10). 

I am constantly getting the popup stating "Fences has detected that Explorer was not closed properly. As a precaution, Fences has been temporarily disabled." While this popup is up, the system acts normally. If I close it, Fences reactivates and crashes explorer again.

It seems to be linked to update KB4054517. When I uninstall that update, everything works again.
