Fences Rolled Up Create and Leave Horizontal Scrollbar

Fences rolled up create and leave a horizontal scroll bar. When the fence is expanded, there is no scroll bar. Problem persists across cold boots. Not sure if it maters, but these are Folder Portal fences using List view and sort by Name and Allow Navigation. I have an image but can't figure out how to include it. Picture a rolled up fence, some vertical space, then a horizontal scrollbar the same width as the fence. The scrollbar's vertical position lines up with there the fence's bottom would be if it was expanded.

Fences 3.0.5.11 on Windows 8.1 Enterprise x64 (all updates applied), Dell M3800 laptop with Intel i7-4702HQ and 16 GB RAM.
